You can cut back some on the watering, but often this time of year folks think it's over for the year and just let the garden go. Here, we have not had rain for 2 weeks. Stressed out plants are less likely to make it thru the winter. Many shallow rooted plants like mums often die out due to lack of water, and not the winter. Although the top growth dies back, the plant is still living underground, keep watering until the ground is staying frozen which is usually around Thanksgiving. Apply this to your evergreens as well, as they transpire (breath) all winter.
Of course this doesn't mean drown them.....just don't let them die of thirst.
